Civil Marriage Abroad for Lebanese Couples: Cyprus and Beyond
Lebanese law does not allow civil marriage to be celebrated inside the country, but Article 25 of Decision 60 L.R. of 1936 obliges Lebanese authorities to recognize civil marriages contracted abroad — provided they are properly authenticated and registered. Cyprus is the most-used destination thanks to its short residency requirement, English-language paperwork and proximity.
Eligibility in Cyprus
- Both spouses 18 or older, single (or with a divorce/death certificate of the previous spouse).
- Notice of marriage filed at the local municipality (Larnaca, Limassol, Nicosia and Paphos are common).
- Standard procedure: ceremony 15 days after notice; express ceremony available within ~24 hours for a higher fee.
Documents to prepare in Lebanon
- Individual civil status extract (ikhraj kayd fardi) and family extract — recent originals.
- Both passports valid for at least three months beyond stay.
- Documents legalized by Lebanon's Ministry of Foreign Affairs and the Cypriot embassy, then sworn-translated into English.
Three-step registration in Lebanon after the ceremony
- Have the Cypriot certificate apostilled / legalized by the Cyprus Ministry of Interior in Nicosia, then by the Lebanese Embassy in Nicosia.
- Back in Beirut, translate the certificate to Arabic via a sworn translator and stamp it at the Lebanese Ministry of Foreign Affairs.
- Submit to the Personal Status Department (Foreigners' Registry if a spouse is non-Lebanese) for entry into the family record.
