Getting a Driving License in Lebanon After the 2025 Reforms

After being suspended in late 2022, the Traffic Management Authority (Nafaa/TMA) resumed issuing driving licenses in August 2025 with a tightened process and a new biometric card rolled out nationwide from October 2025.
The new steps
- Enroll in a certified driving school. Lessons are now mandatory — roughly 200 of 248 private driving offices have been certified.
- Pass the theory (code) test electronically at the school after completing classroom hours.
- Complete 10–15 hours of practical training with the school's instructor.
- Take the practical road test with a state examiner at an official Nafaa center.
- Book an appointment online on the TMA platform to pick up the biometric license.
Fees (2025)
- Licence file: ~LBP 2,000,000.
- Examination fee: ~LBP 300,000.
- Driving-school tuition: varies widely.
For foreign visitors
You can drive on an International Driving Permit issued by ATCL or via any Libanpost branch, valid for one year. Long-term residents are expected to convert to a Lebanese license — check current bilateral conversion lists at General Security.
Hours and locations
Nafaa centers are operating on a reduced schedule: Tuesday–Thursday, 8 a.m. to 3 p.m. Plan your appointment around those windows.
