Getting a Driving License in Lebanon After the 2025 Reforms

After being suspended in late 2022, the Traffic Management Authority (Nafaa/TMA) resumed issuing driving licenses in August 2025 with a tightened process and a new biometric card rolled out nationwide from October 2025.

The new steps

  1. Enroll in a certified driving school. Lessons are now mandatory — roughly 200 of 248 private driving offices have been certified.
  2. Pass the theory (code) test electronically at the school after completing classroom hours.
  3. Complete 10–15 hours of practical training with the school's instructor.
  4. Take the practical road test with a state examiner at an official Nafaa center.
  5. Book an appointment online on the TMA platform to pick up the biometric license.

Fees (2025)

  • Licence file: ~LBP 2,000,000.
  • Examination fee: ~LBP 300,000.
  • Driving-school tuition: varies widely.

For foreign visitors

You can drive on an International Driving Permit issued by ATCL or via any Libanpost branch, valid for one year. Long-term residents are expected to convert to a Lebanese license — check current bilateral conversion lists at General Security.

Hours and locations

Nafaa centers are operating on a reduced schedule: Tuesday–Thursday, 8 a.m. to 3 p.m. Plan your appointment around those windows.
